How are so many companies finding oil in Israel and Zion has not?

Actually, only one company has found oil of a produceable amount – Givat Olam. There has yet to be a significant oil discovery onshore Israel. There have been very large natural gas finds offshore by companies like Noble Energy and their partners. However, Zion’s exploration is onshore according to the vision given to John Brown. I hope that helps to answer your question.
