Zion President, Victor Carrillo, highlighted in ‘Latino Leaders’ special on energy

Victor G. Carrillo

President and Chief Operating Officer, Zion Oil & Gas

Former Texas Railroad Commissioner

Victor Carrillo

Prior to joining Zion Oil & Gas, Victor Carrillo, a petroleum geologist and geophysicist, practiced law, sat on a city council, was a county judge and for eight years held statewide elected office as a commissioner of the Texas Railroad Commission.

Perhaps it’s this unique blend of petroleum science and regulatory experience that ideally suits Carrillo in his role as President and Chief Operating Officer to navigate the delicate undertaking of exploring for oil and gas in Israel.

“A lot of American, Western, big companies, they will not go there for fear of offending their relationship with Saudi Arabia… It’s a delicate situation. … We want to find significant quantities of oil and gas — oil, in particular, because it can make a geopolitical difference for them,” Carrillo said. “Right now, they have to import all of their oil and gas. … Having that oil readily available to them, it’s like an existential matter. It would make a huge difference politically and globally.”

Carrillo is a graduate of Hardin-Simmons University where he earned his Bachelor of Science in geology. He went on to earn his Master of Science in geology from Baylor University, and later a law degree from the University of Houston Law Center.
